It's a Historical Narrative Explanation of a one-time event, not a Nomological Deductive Explanation. See

Apparently there is a confusion between figuring out universals, using physics' "least action" versus figuring out historical events, using phylogenetics similar but different "parsimony." Bock admits his fault but has the grace to explain a better way.
