[Taxacom] barcoding land plants

There may be some wishing in this, and preceding proposals for land plant barcodes, but apparrently very little thinking. Proposing rbcL and matK as barcode regions should soon lead to the admission that the barcode will generally identify plants to family, and occassionally genus. Time to stop talking about species.
