[Taxacom] question research permit

Hey,

I read the post on research permit in Tanzania and would like to ask you 
one thing. Since my research topic "Impact of ethnicity on education" is 
a rather sensitive one, I do not know whether COSTECH will give me a 
research permit. Do you think that I should be careful formulating the 
"true" research focus and try to write about something not politically 
relevant. And another question: Is there an alternative to sending the 
application documents via mail (since I am in Switzerland right now)?
