Although very general, you may find the”Nomenclatural Filter” of some help – or at least of interest. It has been published in various places – apparently first by Jeffrey in 1973 (Jeffrey, C. 1973. Biological Nomenclature. London: Edward Arnold) but I do not think that is available electronically.
It is to be found as Figure 1 (and pages 14 – 15) in Biology International Special Issue No. 30 (1994) at http://www.iubs.org/newiubs/products/bioint/BioInt%20PDF1/BI%20Special%20Issues/SPECIAL%20ISSUE%2030a.pdf

Everyone,
What is the best literature out there on how to decide when something
represents a validly published species or subspecies name in botany. I
am familiar with Brummitt in Stafleau in 1969. I assume the ICBN covers
this topic extensively. Any suggestions?
Thanks,
Robin
