This question covers quite a lot of ground. It sounds as if what you need is
a "Guide to using the ICBN". As far as I know there is not one (at least not
a recent one).
I suppose there is no alternative to using the ICBN itself. Note that you
would need a copy of the 2006 Code, as there have been fairly substantial
alterations on just this matter (that is, the on-line edition is out of date
in this respect).
