Dr. Robert A. Andersen kindly provided a pdf file of the Hogg paper for 
which I am grateful.

In looking at Regnum Primigenum, the name is not validly published (no 
description). As for Protoctista, this is curious as seemingly it is 
proposed as an alterative name for Primigenum. Primigenum and Protoctista 
are defined as containing "the primary organic beings" this being all plants 
and animals ("organic beings") as opposed to minerals which he recognized as 
a kingdom and, obviously, are not organic. Hogg subdivides his "Primigenal 
kingdom" which "comprises all the lower creatures, or the primary organic 
beings--'Protoctista.'" into two additional groups "Protophyta or those 
considered now by many as, lower or primary beings having more the nature of 
plants; and Protozoa..."

Clearly Protophyta is unranked and also is without a description or 
diagnosis.

Insofar as the botanical code is concern, Primigenum, Procotrista and 
Protophyta are all without validating descriptions or diagnoses and are not 
valid.
