I suggest you join the TCS List and post the same question there:

The list has been silent since the TDWG meeting in the Autumn but is
likely to burst into life again in the near future. Some of us are
looking at the repercussions of using LSIDs and supplying meta data in
RDF. I am working on a 'casting' of the model into RDF at the moment and
will publish the results there.
There are a number of organisations that are committed to using the TCS
model to communicate their taxonomic and nomenclatural data. Various
projects are at different stages and money has been committed to
continued development and integration. Jessie Kennedy may be able to
expand on this.
