Restrictions on specimen exchanges - India

It seems that the government in India is imposing greater regulation on
movement of specimens into and out of the country, to the detriment of
collaborative research. Apparently government permission has to be
sought to receive specimens on loan (even for scientific research) and
for sending any specimens out of the country. This is obviously placing
difficulties on researchers.

I don't have any further information, nor do I have the full details,
but wonder if this is an issue which might warrant some reaction from
the scientific community.
