[Taxacom] shipping plant specimens

You can still send them library rate but it would be to your advantage 
to indicate the postal code that supports this ... "postal manual, sect. 
183-3-0".  We had a local postal agent say our materials didn't qualify 
but when I called the local postmaster general it was cleared up.
