But he asked about multiple GATHERINGS -- taken at different times, maybe
by a different collector.

I think this is to prevent confusion.  The chances of two gatherings
representing two taxa is greater than the chance of one gathering
representing two taxa.  If there is a need for greater clarity, one can
designate an epitype.
