[Taxacom] FW: news on access to genetic resources in Brazil

Please find below a note on the latest development to access to genetic
(including specimen) resources in Brazil. According to Dora Canhas who
brought this to my attention, this is basically what the 
Brazilian Society for the Progress of Science (SBPC) is proposing is 
that authorizations to carry out collections go to institutions and not 
individual scientists.
