[Taxacom] Panbiogeography bibliography

Neal,

You are quite correct that not all papers cited apply or support the
research program, but anyone familiar with the literature listed will
know that most do, so my statement is correct. However, to help people
who are not familiar with the panbiogeographic literature I hope to add
brief annotations about each article in the future.
