The same thing applies to the sheep as well.  If one does combine them, Ovis orientalis anatolica Valenciennes, 1856, does have priority over Ovis orientalis armeniana Nasonov, 1919.  And this is the first time I've ever seen armeniana referred to as a full species.  Nasonov described it as a subspecies in 1919, and I know of noone who ever elevated it to species status.

    Of course, the important question is whether lumping such subspecies will have any effect on the populations themselves (such as with the lumping of Preble's jumping mouse, because there the goal is to remove its protected status).  Otherwise, this all seems to be much ado about nothing, although it does irk me that they spell it anatolicus, instead of anatolica (as well as capitalizing the specific names).
