Vernacular names are needed in some languages, e.g., in Japanese "tachimo"
is much easier for Japanese to remember and pronounce than "Myriophyllum
ussuriense". I found that the Japanese vernacular names are more stable than
their Latin names.

There was an excellent article on the vernacular name issue in BEN
(Botanical Electronic News) # 109 written by Dr. W.A. Weber:
http://www.ou.edu/cas/botany-micro/ben/ben109.html

I think that the article covered all the aspects of vernacular names in
botany.
