Computer program for herbarium management

I am looking for a computer program that would help me to enter collecting
data and possibly produce herbarium labels for my herbarium collection.
 
There are quite a few programs to perform this function (see "Survey of

but I am looking for a relatively simple program that deal mainly with the
accessioning part of the herbarium management.

The program I am looking for should be 

1) a relational database (i.e., species names file, locality file, etc.
linked together),
2) based on Microsoft Access, and
3) available free of charge.
