journals w/o page charges

Hi, all. A colleague who is not on this list just asked me if there
was any sort of master directory of scientific journals (in this
case, the discipline is taxonomic, but I suppose my question doesn't
necessarily need to be limited that way, exclusively) that indicates
whether they have page charges. Is there any such directory, or is
this the sort of thing that requires finding and examining the
various journals (or their websites) directly, one by one?
Failing that, then what other taxonomic journals besides Zootaxa
(which is what I recommended to him) would be appropriate, for
someone who has no grant money to cover page charges?
