Raw's private collection note

Type material must be available to the scientific community in one way or
an other. There are rules for publication of new taxa, why aren't there
rules for depositing type specimen in public/scientific institutions
(evolved in exchanging/loan of material between institutions)?
One of the important rules of science is that it must be reproducible (is
this the right word?), how can it be that way if the type material is not
available???
