Just my $0.02 worth, without being familiar with the Syst. Veg.
I don't seem to find any basis for a requirement that a taxon must be
assigned to a family for it to be validly published (Art 19.6 should apply?)
However a quick look at IPNI shows no "infrafamily names" attributed to Roemer & Schultes (only some 2000 species), so maybe they missed out on some other requirement, such as a sufficient diagnosis? Maybe Art 34.1.(d) applies here?
