This may be a typo leaving out the word - not.  In the ICZN (Article 51.1:
51A) the name of the author does not form part of the name of a taxon.  It
is "customary and advisable" to list the name and date at the first mention
of a taxon in a paper to insure clarity.  But the author's name is not an
integral part of the taxon's name.  In the ICBN and others this may work
differently.
