I agree. "Best practice" has always been to choose a neotype that
reinforces existing usage, all other things being equal. I think Prof.
Sennikov is putting too much weight on the fact that Fries collected the
specimen, but any student of a genus such as Hieracium will naturally favor
the collection of unusual and difficult-to-determine specimens.
