Yes - the "Thunberg's specimen" cannot be shown to be a part of original material upon which the H. vulgatum var. caesium was originally based, can it (ICBN Art.9.2., Note 2)?
In such a case, neotypification in the lines of the "current use" (as much as possible and not contradicting the protologue of course) is the best solution, IMHO.
