I don't have my copy of the Code handy, but my understanding was that the
recommendation (which, by its nature, confers no "obligation") is made to
authors of original descriptions, moreso than publishers (Comments from the
Code Warriors?) It seems to me that the publishing side of the game is a
better place to assert this recommendation, rather than the authorship side
(although both should try to do so) -- and it's where I think Nature could
have made a stand that would have carried more clout.
I agree with your assesments RE Zoo. Rec., although every time I go back to
the Biosis website, it keeps getting better and better.
