Legislation Governing the Loan of Australian Museum and Herbarium Specimens

Hello Everyone,
After reading the message below I requested the form. Contrary to
the statements in the email message, it says that is it NOT necessary
to register if your institution is already registered with CITES.
The exact wording is: "You will need to complete this form if... your
organisation is based overseas and intends to exchange non-CITES
Australia native specimens and is not already registered with your
relevant CITES Authority for the exchange of CITES specimens." I am
a little confused about all this and want to make sure that I am
interpreting this statement correctly. Can anyone (authoritatively)
provide any further insights or information?!?
