Although Chris had it almost right, the glossary definition of a nomen nudum in the 4th edition of the ICZN (green book) does not mention Article 11 at all, but refers to (validly) published names which do not meet the requirements of Articles 12 or 13 (as applicable). So, only a validly published name can be a nomen nudum and therefore worth mentioning in nomenclatural lists, etc.; an unpublished name (sensu ICZN) is nothing.
