Ken and Richard,

You weren't perhaps thinking of GBIF, the Global Biodiversity Information
Facility? In any case, the GBIF web site at http://www.gbif.org offers
quite a long list of links to related organisations. There's no sign there
(or anywhere else that I've looked) for anything at all named the "World
Biodiversity Institute".
