The Holmgren & Angell book is probably exactly what you are looking for.
However, a much more exhaustive text (in terms of techniques and examples)
is The Guild Handbook of Scientific Illustration, Elaine Hodges ed. (1989),
Van Nostrand Reinhold Publ. The 574 pages will tell you everything you ever
wanted to know-- including a good section on plant illustration-- and the
only problem is that the illustrations are so beautiful and lifelike that
they may discourage the average person from attempting this type of art.
