Registration of animal names

On the topic of "registration of names." I can only say that the names of
prokaryotes are subject to such a central registration system via a single
journal. One may publish descriptions elsewhere, but if the name and the
reference to that description does not appear in the designated journal
then it is not "validly published." Such validly published names may then
be extracted into one of two websites where the names are listed - not just
some of them, but ALL of the "validly published" names. It is the
responsibility of either the authors of the work, or any other scientist
may submitt the publication. The system is unique, it was set up without
major funding, and it works.
