Internet (WWW) publication is not VALID for Zoology

The International Code of Zoological Nomenclature specifically EXCLUDES
publication by the World Wide Web, see Art. 9.8.  The reason being that such
publication is not PERMANENT.

However, you can post something on WWW and at the same time distribute a
printed or CD-ROM version, in which case the names and nomenclatural actions
will be available from those publications.  So despite the incorrect
announcement in Nature last Fall about online publication of scientific
names, the scientific names now appearing in "on-line" journals are
available so long as they also appear in a permanent media, such as
"printing on paper" or CD-ROM.
