If a new species name is validly published when brought under the public
attention by means of a printed document (at least 3 copies) or a CD
release (at least 5 copies), what about publishing on an Internet website?
When announced in a taxonomic newsgroup (TAXACOM) the publication is
widely brought under the attention of the public and the information is very
accessible when placed on a webserver. So webpublishing should fit
all criteria of a valid publication.
