[coleoptera] description in chinese papers

I have similar problem to one described in bellow message..
Chinese professors Li Jingke and Chen Peng published soft booklet in Chinese
language only "Studies on fauna and ecogeography of soil Animal" in 1993.
There are new descriptions of many beetles including Tenebrionidae, (which I
am interested) in Chinese only. For your interest there are some examples:
Xantholinus parajaponocus, Dicentrius chineus, Ontholestes hairaerensis,
Monolepta paradichroa, Quasimus anhuiensis, new ssp of Captolabrus lafossei,
etc.
They also in this book mentioned beetles what is unknown to me as Eugrapha
hulunbeierensis Li,1992....
This new species never appeared in Zoological records, is they are valid or
not?
If someone translate the descriptions and publish, who will be the author?
