Hello,
E.O. Wilson stated something similar to this in an editorial
featured in Science, titled "A Global Biodiversity Map."
It appeared in the Sept. 29, 2000 issue, vol. 289, p.2279,
which featured "Bioinformatics".
A quote from the editorial:
"What is lacking and needed now is a concerted effort, comparable to the
Human Genome Project (HGP), to complete a global biodiversity survey--
pole to pole, whales to bacteria, and in a reasonably short period of time."
