The draft PhyloCode recommends (Rec. 6.1A) that all names (both clade
and species names) established under the PhyloCode be italicized.
This is to avoid possible confusion with common names, which may or
may not refer to the same taxon. This source of confusion would be
eliminated if PhyloCode names bore a mandatory symbol. However, I think
Curtis is suggesting non-italicization as a means of distinguishing
names governed by the different systems (instead of using symbols),
in which case PhyloCode names would not bear a symbol and would be
confusable with common names.
