The problem with this is the question of date of publication. A CD-ROM is, like
a book, issued on a particular date, can have an ISBN number and is refered to
in the same way as printed publication. If a CD-ROM can be updated, it loses
this element of permanence in the same way that a webpage is not permanently
published. The way around this is to publish an updated version of the CD-ROM,
also on a particular date. However, the information presented in the first
version needs to be identified in any later versions to ensure it maintains
priority of publication date.
