GenBank & Taxonomical Nomenclature/identification

I have a question of a different sort.  Under what grounds are sequences
removed from GenBank?  Might a contributor simply just remove sequences
that have (possibly) been misidentified?  What does this do for folk who
use those sequences without knowing that they've been removed?
