If I were somehow, fantastically, to find myself on an advisory committee for this operation (perhaps just with regard to invertebrates, my area of specialty), I would argue as strongly as I could that ONLY records accompanied by vouchers (and vouchers deposited in a recognized institution dedicated to preservation and retrieval on demand of the type of voucher material involved, along with whatever curatorial support costs such institution normally requires) be admitted to the database.
As they say -- SISO.
It sounds like more education is required, broadly, regarding vouchers.
