unidentified plant from Ecuador

Does any of you recognize this plant?

A new species of Chironomidae (Diptera, Insecta) from this habitat is
about to be described, and it would be nice to include the name of the
plants in the area.

Photo is from Chimborazo mountains, Ecuador at 4800 m a.s.l.
