Who would be the peers of those nefarious souls who you wish to
illigitimatize? Wouldn't that community find its own peers to
review its own publications?

Doesn't the issue run (definitionally) deeper than "peer review"?

Doesn't it run to "registries" of "acceptable" peers (i.e.,
authenticated by some body of representative of the TRUE
taxonomic community :>)?  Isn't that also where things start
getting messy, as those REAL taxonomists balk at having to become
"registered" in order to be considered "legitimate" peers?

Lots of quoted terms above. Seems like an insurmountable problem,
as Chris T pointed out in his experience with the ICZN drafting
process.
