effective publishing

Of course I forgot one thing in my last e-amil, and that is the date of
publication. However, you print a work, one must determine when it was
printed, usually by year, but in the case of journals, it may also be month
and year. The same must apply to electronic publication and "garden shed"
publication. Of course there must also be a way of preventing alteration of
the original publication, particularly of taxonomic descriptions. Otherwise
you have "1984" type effects where the publications are updated to correct
for errors.
