Colleagues,
No, electronic publication (as for the example given-there
appears to be no hardcopy version of the journal?), does not
make the names available - any person who downloads the text and
publishes the result in whatever local journal will get the credit,
apparently.
It may be relevant in this case to note that the new version of
ICZN will not change this (see http://www.iczn.org/code.htm):
Electronically distributed text and/or illustrations is
explicitly regarded as unpublished. Obviously, this way of treating
such materials is a consequence of their ephemeral character.
