Our program, Key, does this. It is part of the DELTA package available at
http://biodiversity.uno.edu/delta/. You can see examples of the program's
output by following the link 'Overview of the DELTA system'.

You will find Intkey much better for actual identification, although printed
keys are often still required as a formality for publication. However, both
kinds of key can be generated from the same data.
