Drawings and pictures for keys

To anyone experienced with the development of pictural keys.

I would like to know the best (and easiest?) programs to use for developing such keys. I need a program (or programs) to draw (literally create drawings) AND import scanned images, AND combine all this with text and page setup. The resulting document will be printed.

An program to build interactive computer keys would also be usefull. I know that at least one program exists (LUCID).
