citation of basionyms

"A page reference (for publications with a consecutive
pagination) is a reference to THE PAGE OR PAGES ON
WHICH THE BASIONYM WAS VALIDLY PUBLISHED [cf. Art 32]
or on which the protologue is printed."

I interpret this as presenting two options:

1) cite the entire protologue, or

2) cite the page on which the "sp. nov." or "var. nov"
or similar statement appears. Of course, older publications
rarely have these statements. They frequently have simply
the name and a description. If these are on different pages,
one could meet the requirements of the aforementioned
article by citing the name in any place it appears in the
publication.  If the name appears, say, in the table of contents
on page 1, and then again in page 17, with the description on
page 18, citing 1 one would be just as valid as citing page
17. The description of page 18 validates the name on page 1
just as completely as it validates the same name on page 17.
It would of course be preferable and more customary to cite
the basionym as having been created on page 17, but page 1
would be equally correct.
