The ICBN is on-line -- i as follows:

     International Code of Botanical Nomenclature (Tokyo Code). The rules
on plant nomenclature,
     adopted by the Fifteenth International Botanical Congress, Yokohama,
August-September 1993.
     Electronic version of the original English text. The www version is
available from the web server of the
     Botanic Garden and Botanical Museum of Berlin-Dahlem, Germany.

The URL is

Notice the careful, legalistic wording to the effect that the only official
version of the ICBN is the hard copy printed version!

is on the web?.  If not are there any plans to place it there?

So far I have only been able to find a French version.
