AGIS is  shareware (Win16-32 bit platform) at the low-end of the market.
Probably not the program an organisation would invest in (well it's only 55
bucks!), but simple and effective enough for individuals to mess around
with and get a publishable map. Now imports Arc Export e00 files and has
scripts capability which, it is claimed, will allow databases like Access to
produce maps on the fly.
