The method by which the US Congress selects the chairs of committees
guarantees that, in most instances - and particularly the controversial
cases - the selection of reviewers will be biassed.  This will be extolled
by some as checks and balances at work, by others as democratic [lowercase
d] oversight. It is guaranteed to increase the cost of almost all
legislation.  And just how much leeway does one having in determining the
expenses associated with a review?  May one go and visit multiple sites
that were part of a study supporting or rejecting a point of view?  And
think of how much technical support one would need to rerun all the numbers
using a different method of analysis.
