This is in reply to Joseph Laferriere's three questions:

You would not be able to tell. You could assume that the name ought
to be registered if the journal were accredited, but you would need
to check the database of registered names to be certain.

No, not in the current format of registration.
> From which date is priority calculated, the date of publication or the
> date of registration?
The date of registration.
