Question about the Article 13 a.1. of ICZN

I and some Japanese entomologist are in face of a
difficult problem about many species described in
reference books on the Japanase Insects published
after 1930.
There are concise description and figures in the
books where the specific name was firstly used
though the authors did not indicate these species
were different from already known species.

I want to know the Art. 13 a-i means the authors
must be cited as "The species is different from by
or in character A, B" or " character A and B is
distinct" or something 'purport' differences. Some
Japanese comment such names are probably available
when it is proposed with description guess enough
to differentiate the speceis.

Article 13 Names published after 1930 in ICZN 3rd.
is noted as
(a) Requirements> - To be available, every new
scienctific names published after 1930 must stisfy
the provision of Artile 11, and must be
(i) accompanied by a description or definition
that states in words characters that are purported
to differentiate the taxon, or
(ii) accompanied by bibliographic references...
