Copyright on Check lists

Dear colleagues,

sorry about crossposting but,

The Checklist of Beetles of Czechoslovakia was published (1993)  by edito=
r Mr. Picka who write only small part -  Boridae rest of all families has=
 different authors.
When I have try to put updated Checklist on internet  I was told that he =
has copyright and no one can publish any Checklist of Czechoslovakl beetl=
es  without his agreement and paying royalties to him.
I would like to know if it is true or not. ( I am not lawyer).
