Dandy Dime

I think the Dandy Dime is being used to illustrate a point.  The point is
the ICBN needs to be revised.  If the Dandy Dime is considered a newspaper,
the the name could have been published in Tucson Single Scene paper
or something similar.  Those single scene papers consist exclusively of
personal ads and cannot be construed to be newspapers.  Joseph's point is
well taken and he is absolutely right.
