Correct.  See Art. 11.6.

No.  Art. 22.3 and 26.3 explicitly state that only the *corresponding*
autonym is created.  Publishing Planta  hypothetica var. alba only creates
var. hypothetica.  It does not create subsp. hypothetica, subvar.
hypothetica,  or forma hypothetica.
